In town mailboxes have to be attached to the building or a large mailbox outside the building that has six, nine, twelve, twenty, etc... boxes for incoming and outgoing mail. These mailboxes can be for one building or two depending on the number of boxes inside this one unit mailbox.
As for signs, signs can be posted on private property and as long as it is not in the public right of way. However, we do not allow billboards as it is state law. They cannot be larger than a sandwich board sign and must not block a sidewalk or the town will confiscate it.

our post office has over 1000 PO Boxes of various different sizes, ours is down there after having some issues with the home delivery

I am within walkin' distance of the post office as well as many other places...we have a year round population of 5600, summer population of almost 30,000, and winter population of around 19,000...we have a lot of small businesses in town and it is growing more and more each year.
Five years ago 98% of our tax base was made up of residents and 2% was the business community. Now it is 85% / 15% ... big change in 5 years. We have a long ways to go in many areas if we are going to continue to grow.
We are less than 30 minutes from a casino and only a matter of minutes from the ski resort and several camping resorts.

That doesn't sound like A Rural area to me. Here in The Villages the population is now over 120,000+ & grow'n. One thing I like is that I can go anywhere in The Villages by Golf Cart ME walk to the mail-box

no golf carts allowed on the sidewalks...you walk in the street and stand the chance of getting hit by a logging truck or a Poland Spring Water truck hauling 11,000 gallons of water from the well to the bottling center
We have 3 banks, 4 gas stations, 20 fastfood / family restaurants, 5 b&b / motels, 1 ski resort, 2 libraries, 4 fire stations, 1 hospital, police force, elementary school, 2 grocery stores, 2 drug stores, district court house, private school for boys, department store, 4 campgrounds...our town is considered a hub for emergency services for our side of the county.
There are only three emergency service hubs...Bridgton, Windham, & Portland...yet there are only two courthouses, Portland and Bridgton. There is a federal and county jail in Portland. There maximum security facility in Windham. Yup, all these in one county and from Bridgton to Portland is well over an hour apart. At one point they were going to remove our status as an emergency hub until one of the State Supreme Court Justices came down and we met her at the interstate in Portland. After 45 minutes she wanted to know how much longer and we said not long now, only another 30 minutes to go. They had only gotten to Windham at that point and she realized just how vital it was to keep Bridgton's status as an emergency services hub. The next closest one is 1.25 hours north of here in Lewiston and 2.5 hours south in Sanford.
Imagine traveling these distances for state and federal services that are not available online and there are a lot of them.
